I think I last played a couple patches back, but it worked then.
I have seen one or two battles where I couldn't get time compression to work.

Be sure the keys are setup properly or do you mean the auto speed up that happens when no combat forces are near each other? They (keys) work fine for me. (I set mine to cntl + and -)
It does in my games. They changed the keys, it was pgup/dn I think, but now it's =/-
