Ah, that is usually an antivirus app getting in the way. What antivirus app do you use? You need to make sure all these apps are in its exceptions lists:

Victoria3.exe (in the Steam Vic3-binaries folder)
dowser.exe (in the Steam Vic3-launcher folder)
C:/users/{UserName}/AppData/Local/Programs/Paradox Interactive/launcher-v2.2023..11/paradox launcher.exe
C:/users/{UserName}/AppData/Local/Programs/Paradox Interactive/bootstrapper-v2.exe

IF that doesn't help, also set each of those .exe files (EXCEPT Vic3.exe !) to run as the Windows Admin user.

Then the game should run from Steam/our launcher, and enable all the DLCs.

IF NOT though, Right click on Documents in the left column of File Explorer, just under This PC there. Go to properties, location. What does it say there?

I dont have those exe's in appdata folder. I have a little different path. Maybe it's a reason why

You are looking in the wrong path; you've gone to C:/users/{UserName}/AppData/Local/Paradox Interactive/ but you need to go to C:/users/{UserName}/AppData/Local/Programs/Paradox Interactive/ - with the /Programs/ in the middle there.

And if I make Victoria3.exe running as an admin by default I have this error in launcher
That is normal; that is why I said NOT to set vic3.exe to run as Admin.

Hmm, that shouldn't be the case. But undo that setting anyway, that's a distraction.

Seems like the launcher installation here is completely broken somehow. No idea what caused that.

Please try this:

- uninstall Paradox Launcher v2 from the Windows "Apps and features" utility, if still present.

Delete the following folders if still present:

- C:/users/{userName}/AppData/Local/Programs/Paradox Interactive/
- C:/users/{userName}/AppData/Local/Paradox Interactive/
- C:/users/{userName}/AppData/Roaming/Paradox Interactive/launcher-v2/
To see the AppData folder you'll need to enable View Hidden Items in File Explorer.

- exit the Steam app entirely
- run steam.exe as the Windows Admin user

- run the game from the PLAY button in Steam

IF that doesn't help, in this folder are some .log files:
C:/users/{userName}/AppData/Local/Paradox Interactive/launcher-v2/
Please attach them here.
To see the AppData folder you'll need to enable View Hidden Items in File Explorer.

Seems the issue has gone after launcher reinstalled completely, Maybe the last time i didn't remove some of these folders and it was still broken, but now it's fine. Thank you for your support
