Five commanders for Draka are in the wrong branch. Three from the navy, Rear Admirals Smith, Jónson, and Bolger are army, and two from the army, Major Generals Petit and Dubois are air force. Those are the ones I can tell, because their traits are not for their branch, so Petit being Superior Tactician might be navy too. You'll know more than me as I never heard of Draka besides your mod. This mod is looking very interesting, will give it a go when I find some spare time in between playing Kaisereich and studying.
 
For those of you unfamiliar with the Draka series of books, you should really check out "Marching Through Georgia" and "Under the Yoke" when you have some free time. Very entertaining alt-history novels:

The "worst and the best of the human spirit," exemplified by French protestants and manorial lords, British Loyalists, Confederate manorial lords, and whoever else of the Old Order of Europe. I take that with a grain of salt whenever a universal moral is applied to humanity as a whole from a perspective of a select few tribes over a very short course of academic, 'geo-political,' and post-Revolution/Enlightenment history. If anything, we can refer to Plato about Democracy and Civil War in ancient Greece, as that's pretty much where Indo-Europeans have ended up yet again.

I'm not really a fan of the books, but the Draka make a good basis for a game with some really bad guys to fight against, for those who want a change from just fighting the Germans and Japanese.

Sup, Wayland. I'm concerted to doing a Draka campaign, but I'm having a quarrel with naval command. The Black Sea fleet has gone awol probably attempting to sell secrets to the USA.

Other fleets appear with their counters, so it's probably not a graphical issue. From what I gather, they are located on land in Ismit or perhaps off port in the strait province, though being owned can't hinder them. It says their naval base is Malta.

On the first day they took attrition from lack of supply and oil but were well supplied the next day.

Perhaps they have been landed?
