Don't fold 'more' character actions if there is enough space

Schemes and similar actions on a character are hidden below a "more" fold even if there is a ridiculous amount of space left.

Granted i play on 4K with only 150% UI scaling, but 4K is by no means a new and surprising invention in 2020.

I STRONGLY request this be fixed.

To be fair, even on 1920x1080p there's plenty of space for more options before needing to hide them behind an additional click. So +1.

Yeah. We went from having a simple list of character actions in CK2 to having a bare handful available without extra clicking.

An unfortunate other instance of the UI in its current design being obstructive.

It's not only obstructive, i have RSI, and although i use an ergonomic mouse; every unnecessary click i make is one too many.

This design flaw is causing literal real-world physical harm.

(dramatic phrasing, i know, but absolutely true)
