Don't understand Form Clan

So I'm playing as a 1 Kori clan. A larger neighbor declares war, I immediately concede defeat and join his clan - he accepts. War over. I then go to a neighboring clan leader and click the Form Clan button. I am now a free kori again. WTH just happened?

Why is "Form Clan" a diplomacy option in a foreign clan for me. It doesn't seem to have anything to do with this foreign clan, I don't become part of their clan, we don't merge, nothing at all changes in my relationship with them. Shouldn't the Form Clan button be a "Break Free" button within my own clan under diplomacy options for my Liege?

I suspect this is a bug. You shouldn't be able to Form a new Clan with a neighbor, only with someone from within your current clan.

It's probably just an oversight. I'm pretty sure your liege still gets the diplomatic option to kick your ass for leaving even if you use the form clan from someone else's screen so it really makes no difference.

Would love someone to tell me if this is working as intended. I will restate the scenario:

EnemyA declares war on me. I Offer Subjugation and join their clan. I IMMEDIATELY talk to a different neighbor and select Form Clan. They always accept. I am now a new clan again. This of course requires higher honor than my liege but of course I have it, he just lost -20 to declare war on me.
