double construction bug

I just played Sweden when I ran across some minor, but annoying problems. In some states, capitalists tried to construct factories that were already present. For example, building a lumber mill in a state which already had one.

Did he expand the factory, or just no build it?

The factory already exists. Then the message appears that a capitalist will contruct a new factory (of that kind). The factory never appears, so actually nothing at all happens. Only annoying.

Expansions, on the other hand, works fine when capitalists decide to do so.
