Basically my suggestion is that the DOW dissent hit, if any, and the changes in international relations should be scaled to the relationship between the warring countries. This reflects the fact that the relations number to some extent mirrors the feelings of the populations and the international community know this. People and nations are less shocked when enemies go to war than when a nation betrays a friend or ally.
For example if Germany attacks France with whom she has -200 relations she will suffer much less dissent and her international standing will decrease less than if she attacks Italy with whom she has +200 relations.
Further betraying a close friend should reduce your chances of influencing other nations or making treaties since you have demonstrated that you are not reliable and trustworthy.
