Just a thought... what about tweeking the starting DP sliders to go along with my "backstory" tales, since I'm kind of sensing a theme to each country... any specific numbers are merely suggestions.

Eire - very naval-oriented, like original game Portugal. Thinking of knocking down land-related sliders like Offensive (to 3), Land (2), Quality (3), Aristocracy (3). Also push down Serfdom (4) (as I'm going to suggest for a lot of Western countries, as personal freedom was more common in the west than in the east)

Brittany - backstory is of land mercenaries, so I'm thinking big boosts to land things - possibly even an extra land tech level. Offensive 9, Land 8, Quality 9, Serfdom 4, to give really good troops.

Scotland - backstory is of land troops, but not to the same extent as Brittany. Off 7, Land 7, Quality 6-7, Serfdom 6-7.

Kalmar - backstory is very diplomatic, so the only suggestion here is Aristocracy 10.

I'll make suggestions for other countries as I write their stories.
 
I agree that a country's DP sliders should definately reflect the theme and properties of the nation -- kind of obvious really. A few words of caution/observations however.

Firstly, setting Eire's DP sliders at quality 3, land 2, and offensive 3 would hamstring it with really terrible morale. There's really no reason why a naval nation has to be defensive or low-quality. IMO Great Britian was actually high-quality and perhaps slightly offensive; History seems to think they were a great naval power despite this, go figure.

Second, I'm not so sure I agree with the west being more permissive of personal freedoms. During this time period France was a real dung heap if you happened to be a peasant. Freedom is also pretty much relative to the time period as well. By our standards, the only people who had reasonable personal freedoms were probably:

(a) living in lands too difficult to govern
(b) belonging to a certain social strata in Poland
(c) fabulously wealthy
(d) quality taxpayers in the Ottoman Empire
(e) swedes (see rule (a) )

The cynical side of me just accepts that personal freedoms were probably enjoyed most by those who were already benefiting from the golden rule.

So while I agree with you in principle, I think a balance has to be struck betwixt theme and gameplay.

The northern gaelics will be quite free subjects with Brittany less free.

That´s it for me, apart from the Hansa all others should be 6-7 serfdom. And prolly serfdom events will be added in 1500.
 
Brittany was originally designed to be balanced land/naval so that she could go either way with the events.
