I was playing as the draugr (in atmora), however I ran into the problem of not being able to create vassals. My demense started at 9 while I started out with 13 provinces, and this only got worse. I could not create undead subjects since "XYZ must be able to marry and produce heirs", and non-undead would not join my court. This also kept firing events like "skeever infestation" and "bandits in county".

From what I gather it's somewhat intended.

However, a workaround is to create a courtier from the intrigue tab while paused and immediately give him the titles. Created courtiers seem to take a few hours to a day to get the undead trait so there is a very short window you can unload titles or marry courtiers.
 
I dunno mate, bandits and skeevers infesting areas populated only by reclusive viking zombies sounds pretty normal, especially for Elder Scrolls standards.
