can you add drone auto resigning like if a drone hub is on a heavy work load and a different drone hub on a light work load it will automatically call the drones from the light hub to prefebs and than unpack the prefebs at the hub with the havey load
 
This would indeed be a helpful feature, but if you're asking if that's possible in the game, the answer, sadly, is no (to my knowledge, anyway).

I guess there might be some issues with how well the AI would be able to handle it - and with sudden peaks/troughs, e.g. when a harvest is ready/a rocket lands for instance.

It'd be at least cool to have something like this as a (reasonably easy to research) breakthrough tech!
 
I'd rather have control over my drones than having the AI make a decision to pack up and move my drones on its own.

I can see a scenario where I set up a new drone hub, stock it up with drones in anticipation of building a new drone or receiving a cargo rocket and then having the AI grab my drones and move them somewhere else and the box and move some other drones and end up with drones being moved all over the place.
