While in-game, the game speed setting can be toggled by using the CTRL key and pressing the ‘minus’ key to slow down or the ‘addition’ key to speed up.

I understand that. My problem is that I used to use the number pad for it. My laptop doesn't have that, and the + and - signs on the number row don't seem to function the same way.

No, Those keys do not work.

On laptops there is usually a function key that activates a number pad out of regular keys. Consult the laptop manual for details on how to access that for your particular model.
