Duplicate capitals for three English provinces at 1700 or later game start

Description​

This is probably more of a duplicate error than a bug but, in examining the province history files (.../history/provinces/) on vanilla install (not mods), I discovered that there are duplicates of the following line in the history files for three English provinces:

1700.1.1 = { capital = "Birmingham" }

Which means that, if you start the game in 1700 or later, you will end up with Birmingham as capital of *three* English provinces at the same time. Clearly, the city of Birmingham is trying to be very important, maybe too important for their good.

The three English provinces in question, with the following province IDs, are:
Norfolk (1860)
Derby (1861)
Leicester (4376)

This is likely to be a case of accidental copying without thorough checking. My guess is that the correct province for Birmingham to be a capital of in the game probably should be Derby, but not sure.

It is possible that there may be other cases of duplicates elsewhere in the said folder, so I would recommend a thorough checking of the province history files whenever possible for the duplicate errors like this.
