Demesne penalty.

Well I'm not sure if this is a WAD or a Bug. But you get Demesne penalty modifier -20% from Royal post. But you get Demesne penalty modifier +30% if you build a Royal Palace.

I thought that Royal Palace was some kind of upgrade of some sort but I might be wrong. :confused:
