Newly separated Kingdoms get too little

Situation: You are King of Naples and Aragon, and have vassals in both areas. You decide to give the royal title of Aragon to one of the vassals there. Problem is, the new King will only rule the lands he personally possessed - all other Aragonese vassals will remain yours.

There should be a way to "give" vassals to someone else (they could refuse and rebel, sure - but the option should be there).
