In my IGC with France i conquered Flanders early, and then retreated once Dutch Nationalism made it almost impossible to hold the province.

Currently it's the 1590s and rebels control every Dutch province, yet they haven't declared independance. They've been in control for a long time, they've had Flanders for at least a decade now. Why don't they go ahead and make their own country?

To be honest, I'm not rooting for them because they have a right to autonomy or anything.. I have about 120,000 troops on the border ready to overrun the country as soon as they go independant

I always like to push France towards it's natural border on the Rhine ;)
 
Personally, I'd crush the rebellions in stead of waiting for them to go all nationalist on me. The rebels are mostly far worse fighters than most "professional" soldiers, so they are easier to crush. Of course, you still have the recurring problem of rebellions, but maybe that's better than your BB rating plummeting because you annexed them.

There is a chance in any game that the Netherlands won't form no matter how successful the rebels are. This is to simulate the uncertainty of the historical situation.
