I think ive read somewhere that a FTG beta patch implemented something that could be considered as dynamic core when you take a non core province will after some time become one. Is this true?

No, the system could maybe be described as semi-dynamic. Claim cores will become national cores after thirty years of ownership, but cores still have to be granted by event or at scenario start, non-core provinces will never become core provinces.
Sucks as I wanted to play as Novgorod and not form Russia and still colonise all those provinces to the east.
In AGCEEP, I believe that events will grant you some cores on the East, when the provinces were historically conquered/colonized.
I don't really understand why you would need cores to colonize, but creating an event to give cores on owned provinces isn't much work. Just tell me the minimum time between capturing the province and receiving the core, and if you want the event to fire only for selected countries or provinces then I need those IDs/tags as a list. Also, since claims become national cores anyway, I'd suggest giving only claims with this event so it's more tiered. Plus I need a name and event text, and maybe the event shouldn't fire for AIs?

You could just give yourself the cores by editing your save file. With a map of province IDs at hand* it's not hard at all.
