Dynamic countries (such as civil war tags) cannot use conscription/trade/economy laws scripted with the argument default=yes. These laws simply do not appear in the dynamic tag's list. If the original country had a default law select at the time of the civil war, the revolter simply has no law assigned to that category until they spend the PP to choose one. This results in them having 0 recruitable population, 0 exported resources, and the hardcoded 10% minimum consumer goods.Loading an OOB for the revolter allows it to re-select the default laws, but they are still un-selected.
Steps to Reproduce
Launch a civil war as any country while having one of the default laws (volunteer only, export focus, civilian economy) active, then tag switch to the revolter. You will see that category has no law assigned; if the civil war effect did not load an OOB, those default laws will not be available (regardless of whether the original tag had them selected).I've attached a save in which both the Soviet Union & Brazilian Second Republic are dynamic tags missing at least one law category.
