e3fn mod, ww2 not starting

Hi,
I was playing with e3fn mod as poland, cuz i find vanilla provinces too big.
And the war didn't start until 1941, nothing happened at all. No war in china, no anshluss, nothing.
Is it because of the mod or is it something else?

The mod is not a mod, but a base to build on. Nobody has really invested the time to make a complete mod using the map.
