I think that it would make sense for you to be able to enact this law either if your zeal is 10, or if your character has been deified. This would make sense, or if you would like, a deified ruler gets a big bonus to zeal, thus allowing you to enact the law. Either works in my opinion.

I dont' find this Divinity statute in the laws menu. Also if i read correctly this sentence from the wiki, "All republics except for Theocratic Republics, Athenian Republics, and Dictatorships, are also unable to deify rulers" in order to obtain the Divine sanction with Rome I must first proclaim dictatorship (or theocratic republic), rignt ?

Divinity Statute is a law in Monarchies not Republics

Okay so I changed to a theocratic republic, but I still don't have Divinity Statue as a law.
Sorry, I misunderstood you then. I thought you were talking about deification, which Theocratic Republics have access to (but the others don't).
Republics cannot enact the divinity statute because it is a monarchy law. You have to switch to a dictatorship first. I dont' know if you have to then switch to empire first or not, because I rarely swap to monarchy as a republic.

You need a war and then there is a character interaction to declare a dictator. Then you have to take the oratory inventions that make you permanently a dicatorship
