Wasn't sure whether Legal Counsels increase Production Income or Province Tax. Also wasn't sure if non-Cities generate Province Tax (Huszics FAQ says no but I have small doubt).

Works for me now.

Non cities produce production and trade taxes but only the base tax when becoming a city..
