Is there a way to turn off the feature that scrolls the screen view when cursor is at the edge of the screen? I played windowed.

I tried searching for this, but found nothing. Probably due to my lack of google'ing power.
 
No, I do not believe there is any such feature, I'm sorry.

In any case Windowed mode is only really intended for testing and debugging, which is why you have to enable it in a text file rather than being a menu option.

Note that it will stop scrolling the map if the game loses focus though. So if you alt-tab do do something, it will be still.
