Yes, the IGC gives Portugal some historical leaders after 1550.

If you just want to edit them yourself, here are those additions:

Nope. He sailed for Spain first, 1499-1500, mapping the mouth of the Amazon, Florida coast, etc. Then Portugal. So I guess in EU it is something like North and South Columbia, and the U.S of Columbia. Or it could be something a lot weirder, like the U.S. of Pinzon/Balboa.... :D
