got question about modding

i want to create one(or 2) islands in the pacific(i want to create scenario with them)so how can i "make" provinces?
i know how to change provinces but how can i make new ones?

I a not sure that you can but you should ask in the scenarios and mods forum, if it is possible someone there should be able to help you.

( you can paint a isle at the "River - Layer e.g.)
