I don't know if this has been addressed, but under elective law, ALL of your courtiers have the same person as their immediate successor.
In such a way you can easily accumulate all title claims and random gold in your court on a single character.
And then wait until the character who inherits is of your family house, and then give him titles until he inherits your throne. Then you have all of your court's gold, and all of your courtiers' claims.
The simplest fix would be to have untitled characters follow, say, salic primogeniture instead of elective law - even if the throne works that way it doesn't mean that every random noble hands all of his gold over to the strongest guy they know, leaving his children untitled and destitute.
