Embrace Celibacy Unavailable - No Obvious Reasona and Tool Tip Empty (1.9.0.3)

Description​

Character has restraint perk and none of the reveller or other traits that would normally block celibacy but the action button is disabled on the decision and the tool tip doesn't list any reasons
EDIT: It seems you can't embrace celibacy while travelling (not sure if this is by design so it might just be that there needs to be a tooltip if it's the case; not sure why travelling should prevent celibacy though

Steps to reproduce​

1) Character with restraint
2) Select Embrace Celibacy Decision
3) Note button is disabled and tool tip is blank
