Starting as Kios, I from the Mithradidic Kingdom, embrace Greco-Pontic Traditions, form Pontus, and then Embrace Greco-Pontic Omens. I get the 15% modifier, but the wiki suggests I should also have access to 2 new deities, Zeus Stratios and Selene, but they do not show up.

Did you form it using the decision or the event? I'm pretty sure that forming via decision doesn't give you the necessary tag to get the omens.
Does the Mithridatic Kingdom get an event to form Pontus, rather than a decision? If so, that may be the problem. How does the event fire?
Well as the mithridatic kingdom, you need to border Pontus, and both of you need to be at peace, if all of that is true it should fire at the next yearly pulse.
I am currently running a Pontus campaign. I formed Pontus as Kios via decision as the Pontic tribe decided not to accept my ruler as the new king of Pontus (so I took them over via war). As a result I did not get access to the new deities and in addition my primary culture remained Paphlagonian rather than turning Cappadocian. That was bad as the Cappadocian pops are more numerous and in addition the Paphlagonians have an overall worst levee composition compared to the Cappadocians.

In my last playthrough of Pontus, whether I formed it through the Kios events or via decisions as Kios, I could not get the two deities. In case of the event chain, I couldn't even get the dual capital bonus. So I tried again forming it via decision and then I got access to the capital bonusses, but not the deities. So I think it must be related to starting as Kios, as the tag Pontus gets in case Kios forms Pontus is different.
