Aurelian... While he admittedly left a fuzzy succession crisis in his wake, he reunified a massively divided empire and basically single-handedly restored Pax Romana. I should also give Claudius Gothicus a point in this department since he kick-started Aurelian's campaigns, but I think Aurelian takes precedence for doing the deed.
Nero... While many may automatically associate Nero with everything bad, he was actually quite a great guy... at first. You have to understand, Nero had seen a lot of bad things happen in his life, he went into a sort of depression mode before turning into a hyper-active, 'I'm going to fix all of the world's problems!' soreda guy. Which, while that was great and all, he spent an incredible amount of money and ran the treasury into the ground... Of course, all of the things he made ended up furthering Roman culture and modern culture, but kinda like what happened to the 'Good King' Ludwig, despite the fact it helped the future immensely, it wasn't helping them at the moment. So, a small band of senators started plotting against Nero... Kinda like what the small band of nobles succeeded in doing to King Ludwig. However, unlike Ludwig, he found out about their dastardly plot. But unfortunately, after he found out about their plot, he went on a murder spree and executed anyone who's name the half-tortured prisoners happened to say, in the name of... justice. From there, it was all a downhill slope, he started performing and singing in public and crazy stuff like that (Sky Marshall Anoke is proud). And eventually he just fell completely off the deep end, and murdered his wife, married a eunuch, and killed a ton of more people, all while continuing his goal of bankrupting the largest and wealthiest empire that has ever graced the small continent of Europe (Which was quite a feat, he had to build an entire city out of all of the rich stuff he could think of, he had entire murals repaved simply because a single stone was off... 'Had to perfect!' huh, rich people...). So while Nero might not be the... worst emperor, considering the amazing art and crafts that he further developed, he certainly isn't the best.
And that concludes my brief summary as to why Nero most certainly isn't the best Emperor, and why Aurelian might be... Or at least probably 3rd or 2nd.
