Emperor of China losing access to decree if not "celestial empire" reforms ( without meritocracy)Description
Hello everyone. i was playing as japan and get to the japan emperor of china part. I was emperor of china but when completing the mission "balance of power" (see the screenshot) i got the absolute shogunate T1 reform as intended by the mission tree.But at the moment i got the shogunate i got legitimacy instead of meritocracy.
And at that point i did lose access to the decree system because i was no longer using meritocracy (it is completly lock).
So why it is a bug ? Simply because it is intended by the japanese mission tree to be able to change T1 reform with the mission "balance of power" but we can no longer use the emperor of china mechanics (except reforms).
A possible fix is to allow the counterpart of meritocracy to be allowed as cost for the decree.
For now my personnal fix is to allow absolute shogunate reforms to use meritocracy.
Steps to reproduce
Option 1 :- play ming
- use console commands "clearreforms". don't select back celestial empire reform
option 2 :
-play japan (any damyo and unite them),
- Become emperor of china (with mission tree or with the CB)
- complete the mission "balance of power" or the catholic counter part that switch you your celestial empire reform.
- lose access to decree
