How does the hre's emperor's call to arms work? I'm doing a Prussia game and can't expand because Austria is being aggressive to me, I assume cause I'm protestant but it doesn't exactly explain how they're joining. I checked the wiki and they can join if you don't use a cb but they join even if I have one, anything about religion have to do with it?
