Unable to ‘attack’ rackets, option not available. Can only ‘enter’

Please explain how to reproduce the issue
I attempt to attack a rival racket but the only option is to enter

I have 1 enemy and 1 peer, the problem exists for all gangs including these two. I can only attack derelict buildings.

Update: by standing near the gang i am at war with I was able to ‘ambush’ them which then allowed me to start combat. Once this was finished I tried to attack another gang to test the issue I’m having and the game crashed with a memory error. This in turn corrupted or deleted ALL my save files 2 x manual and auto saves.

Im running into the same problem on xbox. Ive been looking thru multiple threads and can not find a solution. I dont see how who I have an alliance with or where i am in the story can completely stop me from attacking enemy factions or entering buildings. Last year before the update moving freely was not a problem.

This is happening to me in my save as well. Got the NaN bug that also ruined my economy. More annoyed about the inability to attack rackets though as they can still attack and ransack mine! Is there a resolution to this game-breaker or is it an uninstall angle?
