Short summary of your issue Missions not showing up

The latest, despite the little message below this on the form I do not see the game version in the main menu

Please explain the issue you experienced in the most condensed way possible
These are really two bugs but since they are both related to the new dlc I send them together. First was when I was playing as the Vice Kings, when playing the DLC missions an NPC won't talk to me. The second is with Murder.Inc in that I can't continue the main questline
Please explain how to reproduce the issue
With Jackson and the Vice Kings I entered the area to talk to the Mayor at the bar, I brought Hugh and the whole Monk CIrcus + Grovers love interest. When talking to Bill his text is blank and whatever option I am supposed to have to respond with is also blank, hitting it does nothing leaving me stuck in the objective of "Return to Bill" but not being able to
With Maxim and Murder.Inc I was doing the quest "Every Suit" with Gertrude, Theodore, and Vicenzo. I chose the option to side with Hoffman and then the quest ended. I read up as best I could on what to do next and even with what little I got nothing is happening. This may be an error on my part for some reason but seeing as I have seen in a tutorial I thought may help me that not siding with her immediately leads to something else I doubt it

Is there anything else you think could help us identify/replicate the issue?
I used the Developer console a few times to get myself out of overwhelming odds. I hadn't understood the concept of reinforcements when attacking a few depots and being overrun used the console to assist
