Sure, we did start a secret program of naval construction to catch up and overtake the Brits and even the Americans, but it's going too slow! Way too slow!
Sure, Hiryu and Soryu entered service last year, that was a step in the right direction. Still, with only 5 Carriers, one can not win a war! We need at least 10 - and that's stretching it, still. And a Carrier needs escorts.
Since we didn't sign the Second London Naval Treaty, we are finally able to properly outfit our Cruisers and Battleships with larger guns. To even think we didn't at least theoretically develop those guns until last year makes me furious. Damn you, Nagayo ...

The all-new Ki-43 Hayabusa fighter. Fast, agile. But no armor and weak weaponry.
The new Ki-30 Light Bomber design (Carrier version). It's slow and easily outmaneuvered by even the oldest enemy planes.
A disappointment, really....
