First of all, fix the nurseries. Kids will only move in a nursery only dome if there are adult spots available (apartments, living complex).

The problem with this game is that the more you progress the less people you need. At first you needs tons of colonists to work the resources, but in the mid-end game, with so many upgrades, the colonists just dont have anything to do. My suggestion is to put more put more jobs in some buildings. Examples:
- 1 worker in each nursery
- 3 workers in the school and university
- Add workers to most wonders (maybe not to the artificial sun)

Id also say that there are techs and breakthroughs that should be removed from the game... But I know you wont do this... But anyway, I think that any tech that reduces the number of colonists needed to work in buildings should be removed, reduce the number of techs that increase the output of production buildings and reduce the techs that reduce the reduces the number of materials needed to build things.

TBH the triboelectric scrubber is a game changer too... But idk what to think. I like it too much and I like muy buildings shinny, not full of dust, but it contributes to greatly contributes to the problem and I dont know how to fix this.

In any case, if you have ideas to fix this problem, you can try to implement them.
 
I think the whole point of lowering the need for colonists is to allow more of them to move to workshop buildings. There is even a milestone for that.
