I'm really getting tired of the bosses useing Fear. Half the time I have an entire squad who NEVER breaks fear and runs for the remainder of the game. I hate going through all the effort of making a unit, only to have it beyond my control simply because of such a stupid bug.

Hi and welcome to the forums,

I dont think you can classify this as a bug. its working as intended - however its a very valid suggestion.
- So I will change the title to SUGGESTION
 
No. Game was running for an hour after they were feared and they were still running into corners. I couldn't add the units to any squads because then I wouldn't be able to control the squad -- it'd just say "This unit is Busy". In the end I just EXPLODED them. That "resolved" the issue - killing the unit about 60 minutes later. That doesn't sound intended to me.
 
I'm sure I could duplicate it. But right now I gotta get ready for a weekend with the lady. :) Just play Mission 3 and go to the King. Have him fear you a few times and eventually one of your squads will be perma-feared. if that doesn't do it, try teleporting them as they are running in fear.
