Tried enforcing culture on subjects. It changed their primary cultures, but other than that I noticed nothing happening. Are the subjects supposed to start culture converting towards the primary culture? If it doesn't happen, is it a bug, am I not waiting long enough, should I give them tons of subsidies or do something else to encourage them? If they're not supposed to do culture conversion, what's the point in spending lots of diplo mana on the enforce culture?

Most likely cause of subject action: accept "old" primary culture, notice that nothing has changed really, shrug and move on.

If going for one culture, is there a way to make subjects do some of the culture converting?
PU a colonizer, force culture, colonies will have new primary culture from here on out. Other than that, not really.
