England can't be finished...

Okay, strange question, and I don't know for sure if it's C.O.R.E. or simply HoI.
The thing is, I am playing Germany. I made the Soviets accept Bitter Peace and can now move units trough their land. I'm allied with the Japs. I deceided I really wanted to finish of England, so I went for their key provinces one by one. After I had taken them all, an evil grin came upon my face as I clicked the diplomatic menu. But to my everlasting horror, I could NOT annex the country, I couldn't even install a puppet government!
I checked in the statistics window, and the UK don't control anything anymore. Hell, I went so far that they have only three regions left witch are not worth any points by the way.
Still... nothing...

Any ideas?

They could've moved to one of those regions and establsihed a capital.

I've annexed England, so I know it can be done. I have no idea why you can't.

Sorry for the late reaction, just rediscovered JK2 multiplayer. Anyways, I reloaded an older savegame where England still had two 'good' regions and after I conquered those, they could be annexed... Must have been some kind of scripting error, or a bad memory allocation...

Case closed I suppose...

PS, do you still want that other savegame?
