Though I've posted several thousands times on this board, I haven't played EU2 in quite some time. I recently reinstalled it and downloaded the latest patch (1.09) (Strategy First). I'm running Windows XP on a Dell Inspiron B130 with an Intel Celeron processor. I'm not sure offhand on the memory, but the computer is recently off the line (built in 2005). Directx 9.0. I'm not 100% sure on the Sound/Video cards, but as mentioned below, I ran the game successfully for about 1 hour. I think this is everything requested in the sticky.
I played the game once for about an hour and had no problems. I saved and closed the game without issue. I later returned to the game, started EU2 without issue, and attempted to load the country, and the game went to an all black screen for approx. 5 seconds before closing. I rebooted and tried again, and got the same result. I rebooted and tried a new game and again got the same result. At this point I uninstalled the game, redownloaded the patch, and started fresh. The game again crashed between the country-select screen and the start-up of the game itself.
I've tried two subsequent uninstalls and fresh installs. I've also downloaded the patch from several different sites. I've tried running the program without any patches at all and had the same result.
I read what I thought was a similar issue below, but the uninstall/fresh install solution didn't work. I've also tried all the "universal" solutions listed in the above "self-help guide."
I should mention that since this is a new computer, I've never actually ran the game successfully.
