Error: Stall TooltipDescription
In the tooltip for the stall chance when enacting a law, it says it is calculated based upon the clout of the IG's who oppose the law and whose approval is either 'angry' or 'unhappy'. This is incorrect, as I found out when enacting a new law.I wondered why the Landed Gentry, despite opposing the law, didn't add to the stall chance for 'Graduated Taxation'. I found out that this is because of their approval rating. However, as soon as their approval dropped to 'neutral', the IG's clout was added to the stall chance, despite the tooltip clearly stating they needed to be either 'unhappy' or 'angry', there is no mention of 'neutral'.
Seeing as the clout is multiplied by half because of their approval being 'neutral', I actually assume this is working as intended and therefore not a bug. However, this does mean the tooltip is wrong and I therefore propose it be corrected so that it states that the stall chance is affected by the clout of the opposing IG's whose approval rating is 'angry', 'unhappy' or 'neutral'.
Steps to reproduce
Load the first save, under 'stall chance' it clearly shows only the Trade Unions' clout adds to the percentage.Load the second save, under 'stall chance' it now shows both the Trade Unions' and Landed Gentry's clouts add to the percentage.
(If you're looking for what changed inbetween those saves, the Landed Gentry's leader died and was replaced, dropping their approval because of laws.)
