Error starting program - help

I've just installed Europa Universalis and went to play it and all I got was the following message:
"Error Starting Program, a required .DLL file, WS2_32.DLL, was not found" I've checked and the file is
in my windows/system folder. I don't understand it can someone help. Thanks in advance.

I'm guessing you have an old version of W95 and decided that you didn't need to read the read me =)
If you havn't go check what it sais. If it still doesn't work, come back for more advice
