Had the same problem! I even put a thread in this forum but no one could give me an answer. But after installing Revision 2 I haven`t had the problem.
I don`t know if you are playing Rev 2, but if not you could give it a try
It was really annoying, because I it didn`t occure until quite late in the game.

At last,I have my own soluts !!!
Just open the division file and add some more statistic for the higher unit (in this case is transport No.6,7,8)
