Playing as Canada from the 1936 scenario, I've noticed a huge drop in the ESE of all of my provinces except my capital, which may have begun since I started building infrastructure in resource-rich provinces. In Halifax, which has 90% infrastructure, the ESE is 28%. I'm sure this can't be WAD, as it was well above that -before- I built infrastructure.
I'm not sure if this is connected to the same issue, but my units are also moving insanely slowly (taking a month to move through one of my own provinces), and taking up to 0.8% attrition/week in 90% infrastructure'd provinces. Does anyone else find this happening? I have 100k supplies, and full military salaries: is there anything else that I am neglecting here?
Edit: This news just in! When I move my troops into France instead, allied + military access, the movement speed returns to more reasonable levels, but the ESE remains extremely low: 10% in 100% inf provinces.
