Have you reported to eSet that it is blocking the launcher app?
Strange though, the shortcut the launcher makes on desktop shows. stellaris battletech and ck3. but the one included when you launch vic wont load gets stuck at finding games. so wierd.

Ohhh, maybe "gameDataPath": "%USER_DOCUMENTS%/Paradox Interactive/Victoria 3", Thing gonna give that a wirl real quick. launcher-settings.json. Because of microsoft forcing onedrive.

Thats was issue, it gets put in appdata local pararadox

Game kept crashing after that fix, I ended up needing to recreate windows user. then turn off sync on onedrive then uninstall it. Vic 3 is now working. Sorry for the attitude frustration ect.
