I think estates should expect to have advisors, admirals, generals, etc. from their estate depending on their influence (and maybe other factors like government type, whether you have meritocracy unlocked, etc.). Similar to how in Imperator families would expect positions, or how powerful vassals expect to be on the council in Crusader Kings. If not, there isn't really an interesting choice to be had. You just always pick the highest ranking option. If estates have expectations, then there is a more interesting choice where you often will have to choose between the satisfaction of the estate and the competence of the character.
