Please explain your issue is in as much detail as possible.
A friend of mine borrowed my computer.. worst mistake in my life. I think he downloaded versions of the game that he didnt buy. I have ALL versions. But i enabled only i have pinpointed above. Third Rome and Leviathan i bought but i don´t like the favor system not one bit. I´m the biggest fan of Paradox. But since the last update i can´t barely play the game.

There are so many problems - the main issues that i have is i can´t upgrade ships. I can´t set my subject interactions to anything except defensive passive or siege - the most important is the attack sword with fire.. My first language is Swedish and i´m frustrated. I can´t pinpointing allies in wars to specific cores. Not that it worked great but alittle - atleast the feeling was right. Now i can´t even chose any cores.

Steps to reproduce the issue.
I havent tried reinstalling the game

This looks like some of your DLCs are not working. Is steam using your steam account? Maybe it is using the account of your friend who doesn't own the DLCs. If it is using your account, make sure that the DLCs are installed in steam and enabled in the launcher. If it still doesn't work, you can try to verify the integrity of game files and if that doesn't help, you can try a clean reinstall as described in my guide on reddit about common startup problems with version 1.29.

Upgrading ships is Art of War. And since you do not have it enabled you can not use that functionality.

Telling others to attack certain provinces is Third Rome I think(it might be Art of War however and was introduces during third Rome). So you need to enable it too.
