I Click the assign keyboard shortcut the "Click on any button to change its shortcut" İs appearing but when i click to a button it dosent do anything. I Click several diffirent buttons but it dosent change or do anything. The warning stay still until i click esc and its close. How can i fix this ?

Did you try buttons which already have a shortcut? AFAIK you can't use the shortcut function to assign a shortcut to a button which doesn't have one
Yes i try them. And i press evry other button but the game screen dosent change or do anything.
Did you press a key on your keyboard or did you use your mouse to click on a button on the screen? You first have to use your mouse to click on the button on the screen for which you want to change the keyboard shortcut. And then the message should change and you can press a key on your keyboard to assign that key to the button which you clicked with your mouse
Well i am trying to change the movment buttons. Like they are on the ← ↑ → But i want to change them into wasd. How can i do that ?
That's not possible, because there are no buttons in the game for moving the map. Not even mods can change the keyboard keys for the map movement.
The only thing which you could do would be to use an external program which changes the keypresses before eu4 receives them from the OS.
