Any time a province or person has some kind of special character in it, like Córdoba or something, the game cannot display the ó and instead displays something like a ٽ instead.

This is less than ideal.

I've tried a reinstall and the problem persists.

Solution
Are you playing the tutorial? Its files have the wrong characters in them(which eu4 displays correctly), because they use the wrong encoding(UTF-8 instead of windows-1252). The normal game doesn't have that bug:

...It IS the tutorial, yes. Let me recheck in the regular game.
