EU4 "Launching the game failed" using steam

"Launching the game failed" using steam

I had tried all the fixes I have seen in the forums, and still the same error. Hearts of Iron works work as does any otehr steam game.

Running windows 10 latest build and a fresh install.

have tried running borderless
Installed the latest Visual C++
verified the integratey of the files
reinstalled and manually deleted all the files

any other suggestions?

Does it run from eu4.exe directly from file explorer?
