New thread as requested thank you. PC Windows 7 64 bit. Ever since the game was updated to 1.32.2 I am unable to launch get Launching the game Failed then the launcher updates and then says to remove the Launcher-v2.sqlite file . I did that and it still wont start. Ended up uninstalling everything from Steam and re installed the game. Same issue re appears and back to square one. I followed the steps above in this thread when I restarted Steam the Paradox launcher reinstalled on to my PC. The same errors occur and go through the same cycle again.

Do you get the message "Database migration failed" and are using the avast antivirus? Then try to add the launcher ("C:/users/<UserName>/AppData/Local/Programs/Paradox Interactive/launcher-v2.2021.10.1/paradox launcher.exe") to the exception list in the ransomware shield of avast. Does that help?

Disclaimer: I'm not working for Paradox. I'm just trying to help people.

I got the Database error Database migration failed. I added launcher-v2.2021.10.1 to the avast ransomware shield. There was also launcher-v2.2021.11 folder in the same location I also added that one to the ransomeshield. Restarted the game on PC I now get launching the game failed message. I also tried to launch the game from Steam get same error message. There are no playsets selected as I have none does this matter?

Looks like you've got past the Avast/launcher issue, and not have a separate problem getting the game going. If you run eu4.exe directly from File Explorer does it start? IF NOT In the game launcher please set Display mode to Borderless. THEN go here:
And run the x86 and x64 installers there.

IF that doesn't help, Has the game ever run OK on this computer? Or never?

IF NEVER:
Install ALL these Microsoft modules:

(run dxsetup.exe after extracting this download to its own folder anywhere on your computer)
(run dxsetup.exe after extracting from this download)

Also if you have installed RivaTuner, RadeonPro, or a gaming VPN app called Evolve, or the MSI Gaming App, or Duet, disable it as it clashes with this game.

IF IT USED TO WORK:
Please do a full **clean** re-install:

- move any valued save games elsewhere
- "uninstall" in Steam-EU4
- manually delete both the Steam/SteamApps/common/EU4 AND Documents/Paradox Interactive/EU4 folders
- re-install game in Steam, run a Steam Verify when done.
- start the game with no mods active and test

In particular make sure there are no files or folders left under either the Steam EU4 or Documents EU4 locations, before installing again.

Also if you have installed RivaTuner, RadeonPro, or a gaming VPN app called Evolve, or the MSI Gaming App, or Duet, disable it as it clashes with this game.

IF that doesn't help:
DXDIAG is a program you run from the Windows search box on the task bar. After running it will open a window and start collecting info with a progress bar in the lower-left corner. When it completes click the 'save all information' button and save it to a file then attach that file here.

Please attach here your Documents/Paradox Interactive/EU4/settings.txt and pdx_settings.txt .
From your Documents/Paradox Interactive/EU4/logs/ folder, attach here system.log , error.log .

The game worked fine prior to the latest patch. I installed the latest Microsoft Visual C++ redistributable to 2015-2022 for x64 and x86 the version numbers updated in the Control Panel>Programs and features. Restarted the PC and the game now launches. The exception added in the Avast ransomshield and Microsoft Visual C++ update fixed this issue. Thank you I appreciated your detailed help and links.
