Eu4 wont start/ eu4 bootstrap error

If i want to start eu4 it wont load up, instead the attached message appears.

I tried to download the new launcher manually and start it with the launcher yet there i can only start ck3 and imperator rome.

It seems to mee that the launcher simply doesnt exist thus i cant start it.

I reeinstalled eu4 and steam (deleted all my steam games thus a complete reinstallation)

I also tried to start eu4 by the eu4.exe file in steamapps/common, it works fine yet i cant play multiplayer

That is usually an antivirus app getting in the way. What antivirus app do you use? You need to make sure all these apps are in its exceptions lists:

eu4.exe and dowser.exe (in the Steam EU4 folder)
C:/users/<UserName>/AppData/Local/Programs/Paradox Interactive/launcher-v2.2021.10.1/paradox launcher.exe
C:/users/<UserName>/AppData/Local/Programs/Paradox Interactive/bootstrapper-v2.exe
