For what it's worth, the manual had excellent historical information in it but was a little...err..."questionable" when it came to the actual mechanics of playing the game. The EU2 FAQ forum contains almost all of the useful information you might need and if there's anything you can't find then simply ask a question in the General Discussions forum and someone will usually answer it quite quickly.
 
There are several starter guides too be found around here too. Alot more helpful then the manual id say. Fun to read if yer trying too sleep though :) .
 
Besides, some of the details change from patch to patch....

It only comes with the retail versions of the game. ;)
